Pacific National: Driving Safety and Efficiency

Pacific National, one of Australia’s largest rail freight operators, replaced paper-based competency assessments with Cloud Assess, saving one to two hours per assessment and moving from monthly to daily updates. As a Workforce Skills partner, the team are now testing a live skills matrix to see workforce compliance in the platform.

From paper trail to paperless compliance

Paper VOCs slowing safety checks across a national network

Pacific National runs a safety-critical operation where the implications are severe if people aren’t working safely. VOC relied on paper: assessors handwrote VOCs in the field, then scanned and uploaded them once back near an office. With assessors often working away from a scanner, results could take up to a month to reach the system. For a large, distributed workforce on two-yearly VOC cycles, the paper process created delays, errors and records that were hard to trace.

Paperless VOC built for the field and office

Pacific National adopted Cloud Assess to deliver verification of competency (VOC) in the field and remove the manual work of handwriting, scanning and uploading. Assessors complete VOCs on the go, even without connectivity, and results sync once back online. Every action is tracked, giving admins a full timeline of any worker’s VOC history, and the platform integrates with the business’s LMS. As part of the Workforce Skills partner programme, Pacific National is now testing a skills matrix that shows a live snapshot of workforce compliance directly within the system.

One to two hours saved on every VOC

Removing the paper process saves assessors at least one to two hours per VOC assessment. With 100 to 200 workers verified each month, and 8 to 15 VOCs per person, those hours add up to a significant saving for the business. Pacific National now receives daily updates instead of monthly check-ins, so it can respond faster when someone needs attention. Workers without a current VOC can’t be rostered, and the business moves quickly to book them in for assessment.

Testing a live view of workforce compliance

As part of the Workforce Skills partner program, Pacific National is now testing a setup that matches how the business operates, applying VOC to the skill or job task rather than an intake. That fits roles like train drivers, whose tasks vary depending on the freight they handle, and terminal operators, who use different equipment by role. The focus so far is the Skills Matrix, showing trainers and admins which VOCs are current or expiring on their two-year cycle, without switching to separate reporting in Tableau or Power BI. Ngadine also expects it to cut admin such as unlocking records, and help the business quickly find someone ready for a job on a given day.

From paperwork in the field to daily compliance visibility

Replacing handwritten, scanned VOC assessments with offline digital verification, saving one to two hours per assessment and giving Pacific National daily visibility across 3,200 workers.
