V/Line Unifies Learning for a Safer, More Capable Workforce

V/Line has delivered regional public transport across Victoria for over 40 years, operating thousands of weekly train and coach services with a workforce of more than 3,500 employees. With staff dispersed across the state in largely field-based, non-desk roles, the organisation struggled to manage training and compliance at scale using siloed systems and manual processes. In April 2024, V/Line launched the Platform 100: Unify Project, centralising all training and competency management through Cloud Assess in just three months. The project migrated decades of historical records, automated refresher tracking, and gave every employee mobile access to their learning earning recognition as a finalist in the 2025 AITD Excellence Awards for Best Use of Technology for Learning.

From paper to powerful

Siloed systems couldn't keep a dispersed workforce compliant

V/Line’s 3,500-plus employees work across Victoria in safety-critical, field-based roles where consistent training is non-negotiable. While Cloud Assess was already in use for vocational training and capturing practical evidence, broader capability development still relied on disconnected systems and manual processes. There was no way to deliver training by job role, manage refresher cycles automatically, or get a clear picture of compliance status across the organisation. The result was administrative strain and real risk to maintaining safety-critical competencies at scale.

One platform unifying training for 3,500 deskless workers

In April 2024, V/Line launched the Platform 100: Unify Project to centralise all training and competency management through Cloud Assess. The rollout introduced job role-based learning journeys so every employee received targeted, relevant training, while automated refresher cycles and expiry notifications replaced manual tracking. Historical training records dating back to 1978 were migrated into the platform, and a mobile-first learner dashboard gave field-based staff access to their training anytime, anywhere. Real-time compliance reporting gave leaders centralised visibility across the entire workforce for the first time.

Fully deployed in three months with 100% data migration

V/Line completed the rollout in just three months, achieving 100% migration of all systems and historical training records into a single platform. Employee engagement was high from day one, with staff embracing the mobile-first dashboard and simplified access to their learning. Administrative time spent on manual tracking dropped significantly, freeing the team to focus on safety and capability outcomes. The project’s impact earned V/Line recognition as a finalist in the 2025 AITD Excellence Awards for Best Use of Technology for Learning.
